The Business Development (BD) Manager supports the BD team throughout the proposal development lifecycle to include managing and developing proposals, coordinating and submitting responses to questions, gathering feedback from clients on submitted proposals, and supporting handover to project teams. The BD Manager is responsible for ensuring that the overall strategy, approach and qualifications of the proposed staff are well integrated into proposals, and that language is concise, relevant, and persuasive and adheres to EnCompass’ quality standards.
Position Duties and Responsibilities
Tracks and identifies opportunities; reviews business forecasts and requests for information (RFIs), studies requests for proposals (RFPs); and attends strategy meetings, among other activities
Provides detailed analysis of solicitations, and ensures that information presented is compliant with solicitation requirements and linked to EnCompass and team strengths and qualifications
Prepares proposal outline, compliance matrix, and summary of requirements
Collaborates with proposal team (BD and technical staff, partners, and external consultants) to develop and refine win themes/competitive advantages and develop proposal narratives
Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate language; implement changes as needed
Writes, edits, and proofs proposals and other business development materials such as brochures, capability requests from partners, and supporting proposal documents (i.e., CVs, staff matrices, etc.), and website/other BD communication-related content
Conducts interviews with potential consultants and meetings and negotiations with teaming partners
Leads proposal efforts or proposal steps or have accountability for ongoing opportunity identification or assessment and capture
Provides guidance and feedback to team members on proposals and/or new business development activities
Ensures positive and productive relationships with all opportunity or proposal stakeholders
Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events

This is a full-time position, based at EnCompass headquarters in Rockville, MD. Due to COVID-19, and subject to situational changes, the position is expected to be fully remote through June 2021. Must be legally authorized to work in the US for any employer without sponsorship.
Minimum of a Bachelor’s Degree and six years’ experience; or a Master’s degree and four years’ experience. Degree in English, Writing, International Development, Business/Management, or related field.
Experience and Skills
Experience in the international development sector with a knowledge of donors’ programming and procurement and new business development processes
Proposal development experience with demonstrated ability to analyze, synthesize, and present information in a concise, creative manner
Demonstrated mastery of language to include advanced persuasive writing skills with superior spelling, punctuation, and grammar
Solid organizational and time management skills along with a demonstrated ability to manage multiple projects simultaneously; ability to coordinate efforts and teams to ensure timely delivery
Exhibits dependability, reliability, and a willingness to work outside required set hours when deadlines require
Ability to work under pressure and manage competing priorities and deadlines
Attention to detail, accuracy and strong time management skills
Ability to understand EnCompass’ mission/services and apply this knowledge to assigned activities such as writing proposal content
Strong skills in Microsoft Office 365 Suite and apps
Ability to work in an appreciative, strengths-based environment and to guide others in using an appreciative approach
